President of Assembly
The President of Assembly presides over the meetings of the EC and the SC, as well as the GAs.
The role of the President of Assembly is to preside the meetings and the assemblies in such a way as to ensure that the rules and procedures are respected and the rights of the members, present or absent, are not infringed upon.
The President of Assembly must apply Bourinot’s Rules of Order, the Bylaws of CUPE 2626 and the Constitution of CUPE.
The President of Assembly has the right to speak at any meeting of any decision-making body of CUPE 2626 over which she presides; she has the right to break a tie, she has the right to clarify certain issues and the right to take necessary measures to ensure that good order is maintained and that the Bylaws of CUPE 2626 are respected. 11.10.5. Subject to article 18.2 and Appendix III: Referendum Procedure, the President of Assembly is in charge of referendums.
When she is asked outside of meetings, the President of Assembly must, to the best of her knowledge and abilities, give her advice to members with or without portfolio within CUPE 2626 on the interpretation of the present Bylaws, the Constitution of CUPE and Bourinot’s Rules of Order, as well as the procedures. 11.10.7. Subject to Article 14, the position of President of Assembly is a paid position.
Should the President of Assembly not be able to attend a meeting which she is supposed to chair, subject to sections C.3 and E.2 of Appendix 1: Rules to apply to motivated and unmotivated absences, a President of Assembly will be appointed by the President or her replacement.
